The pace bowler has taken over 300 dismissals in 71 appearances with an average of 22.10.
The Australian chief selector Bailey has declared that pace spearhead Cummins will be a central figure in the forthcoming England-Australia contest.
Rumors had circulated that the veteran bowler might be unavailable due to a persistent back stress problem that remained unresolved.
Previous updates from the Australian camp suggested no official announcement had been made regarding his involvement, with the extended contest kicking off on 21 November in the WACA.
Bailey expressed that his recovery is on track and remained hopeful about the prospects of participating.
"We know that the window is narrowing and multiple considerations at play, not just the physical problem, but further aspects," the selector added.
"We're encouraged. There's strong faith that he will feature a key capacity. With luck from the opening match. Otherwise, we'll adjust."
Past Concerns
The captain missed the white-ball matches against New Zealand and India last month after medical tests showed a stress reaction in his back.
There is a track record of back injuries, with flare-ups in several earlier campaigns causing him to miss several home seasons in a limited period.
He emphasized he would be bold in recovery efforts in his recovery plan to secure his spot for the series.
Bailey noted that he did not know if Cummins had begun bowling as part of his rehabilitation but admitted it was "pressing" for him to be fit for the initial match.
Contingency Plans
If he's unavailable, veteran batsman Smith will lead the side.
All-rounder Cameron Green was excluded lately from the ODI lineup for their one-day international series against India as a preventive step because of soreness in his side.
The selector characterized it as a "small issue and stated that he's scheduled to appear in the state-level matches, so will be "well-prepared to deliver overs."
"Extensive planning has gone into developing the strategy for him to be available for the initial game as an all-rounder," Bailey explained.
"He was only going to play the starting games in any case. His aggressive style the willow in shorter formats, even if it just sets him back for another day, we opted to approach this more conservatively."
